Q-1.   Can I negotiate directly to the authorities for acquiring a land?
A-1.   No. you can’t negotiate authorities directly for this purpose. All lands will be disposed off through Open Public Auctions, sealed bids or Private Treaty and this will be advertised in print/electronic media.


Q-2.   How can I get to know about future plans for auctions?
A-2.   You can contact Land Disposal Cell or get information about upcoming auctions through our local Military Estate Officers (MEOs). You can get all these contacts from HERE.


Q-3.   Is number of instalments fixed or this period is extendable?
A-3.   Yes. The number of installments is fixed i-e there shall be 2 installments of 3 months each for properties valuing upto 100 Million and 4 equal installments within a year for properties valuing over 100 Million. In special circumstances an extension can be granted upto 6 months on payment of surcharge @ KIBOR plus 500 basis points on remaining amount for the entire period of extension.


Q-4.   What would happen if I am late or failed to deposit?
A-4.   In case of late/failure to deposit the initial/balance amount of the bid, the penalties would be as under:-
Initial Deposit. In case of failure to deposit the demand draft, the deposited cheque against security will be forfeited. If the crossed cheque is dishonoured for any reason, legal proceedings would be initiated against the said individual.
Balance Amount. In case the installments are not paid in time then a penalty @ 1% of the due payment would be charged up to a maximum of 15 days. In case, schedule of payment is defaulted at any stage, all the deposited amount will stand forfeited.


Q-5.   When would a successful bidder be able to get the possession of the land?
A-5.    Possession of land costing upto Rs 100 Million will be handed over after receipt of full payment from the successful/highest bidder. However, without any prejudice to its ownership title which shall rest with the Federal Government till the Lease Deed is executed, the land site whose bid value exceeds Rs 100 Million may be handed over to the purchaser(s), to undertake construction work after receipt of at-least fifty percent of the total sale amount, Clean Bank Guarantee of at least ‘AA’ rating as determined by the State Bank of Pakistan, equal to the balance of the total amount and entire amount of development charges. In this regard, the format of ‘Clean Bank Guarantee’ approved by the legal experts and and to be provided by the LDC shall be followed by all the purchaser(s). On receipt of the Clean Bank Guarantee, the concerned MEO will get it verified through Land Disposal Cell, QMG’s Branch, GHQ, confirm receipt of all the above payments and then issue a ‘Provisional NOC’ before handing over the site.


Q-6.   What is the purpose of development charges?
A-6.    In addition to the cost of land, the successful bidders shall deposit a sum per Sq Yd, (which will be announced during the pre auction conference), The development works will be carried out directly by QMG’s Branch, GHQ Rawalpindi. This development may include external services, i.e. sewerage, street lights, water supply, foot paths, drains and roads etc on case to case basis.
